Two issues of uncertainty in the breast-cancer decision-making process are addressed. These are factors contributing to false positive test results and the affect variability among radiologists has on patient outcomes. A simulation-based model is developed that combines statistical process control with a partially observable Markov decision process to incorporate uncertainty, variability among radiologists, and system noise to determine the impact on the breast-cancer monitoring decisions. Results show that variability among radiologists increases the number of false positive mammogram readings, and should be considered the primary concern to improve patient healthcare.
