Abstract: While the Baldrige Award was instituted in 1987, progress in promoting quality and performance excellence is largely due to the continual evolution of its criteria. Core values have been expanded, criteria tightened, and scoring systems improved. Modification is ongoing, and significant changes are implemented every two years. The emphasis on performance issues, starting in 1992, encourages companies to apply creativity rather than just technology. The numbers of items and areas to be addressed in an application have been drastically cut, streamlining the process, allowing more freedom in interpretation, and applying more broadly to organizations of any size and industry. The Baldrige Award serves as the model for 43 state award programs and has stimulated the development of other national quality awards. Apart from the award per se, the learning process of the application and the feedback from quality consultants are highly valued. The strong performance of Baldrige Index, a list of publicly traded companies that have received the award, is evidence of the quality performance of these organizations.
