Abstract: [This abstract is based on the author's abstract.] In classic control charts for attribute data, it is assumed that the data come from a Poisson or binomial probability distribution. An additional assumption is that the parameter of the distribution is constant over time. This does not hold true in all applications, especially when subgroup sizes are very large. Historically, the solution has been to treat the observations as variables in the chart, but this produces flat control limits, even when subgroup sizes vary. A proposed new tool, thep'-chart, is applicable whether the parameter is stable or not.
