Abstract: [This abstract is based on the authors' abstract.] International competition and consumer activism are factors that have influenced the federal government's implementation of total quality management (TQM) concepts. The National Performance Review (NPR), launched by President Clinton and led by Vice President Gore, was the framework for the implementation of the TQM principles that were to make government more consumer-oriented and efficient. The implementation of NPR, its successes, its problems, and its future are examined. A new framework for TQM at the government level is proposed, and recommendations for future research are discussed.
