Abstract: A problem solving team brainstormed alternatives to the problem of old machines in an unsafe building at the Naval Aviation Supply Office. The team used multiple criteria decision making to identify 20 alternative actions that would maximize the simultaneous objectives of: productivity, quality, safety, physical reorganization, and affordability. The team used three steps to select the best alternatives. First, the Electre technique compared pairs of alternatives and ranked them on concordance and discordance actions. This reduced the candidate alternatives to seven. Second, sensitivity analysis varied the weights on alternatives in ten scenarios until two alternatives remained. Third, a compromise programming technique identified the alternative closest to being ideal: replace all machines, and improve spacing in their current locations. It was not feasible to immediately implement this alternative, and so the team recommended a gradual implementation. Replacement of high-hazard machines was to occur first, with relocations done only as new machinery arrived.
