What If ISO 9001:2000 Were Used in the Electoral Process?

What if ISO 9001:2000 had been applied to the electoral process in Florida and throughout the United States on November 7, 2000? While this is a hypothetical situation, 10 clauses/subclauses from ISO 9001:2000 are examined to indicate what difference one or more of the requirements in each would have made to the electoral process if a QMS conforming to ISO 9001:2000 had been in use.
