Government Role in Innovation

I recently read a commentary from Chris Murphy, editor of Information Week magazine:

In his article, Chris suggests that government "just staying out of the way" is not a viable option for countries any more. But what is the role that government should play?
We haven't really figured it out yet. It could be tax incentives, or regulatory reform, or think tanks, or a number of other avenues. Probably a combination.
