Douglas B. Dotan, M.A., CQIA (ASQ)

Douglas Dotan, President, CRG Medical Patient Protection & Risk Reduction Solutions, has adapted the knowledge and skills used to develop safety and quality-management tools – which enhance effectiveness and efficiencies in aviation – to the healthcare industry. These tools are designed to have a major impact on improving performance, mitigating vulnerability to preventable medical errors, reducing costs of risk/claims and saving lives. He is a regional councilor and chair-elect for ASQ’s Healthcare Division and has served as the healthcare program chair for the ASQ World Congress for Quality and Improvement for the past three years.

Dotan brings more than 30 years of hands-on experience in quality assessment, risk management, safety design analysis and human-factors evaluation to the healthcare industry. Prior to forming CRG Medical, he was the aviation safety manager for Air Security International. He is a graduate of the Israeli Air Force Flying Academy and served as a lead aircraft accident investigator in the Israeli Air Force Quality Assurance and Safety Directorate. During his service, Dotan developed accident-investigation training courses and instructed pilots, medical personnel, engineers and experts in other disciplines in the art of aircraft-accident investigation for safety, loss prevention and performance improvement. Within five years, thanks to implementation of models and techniques applied in the process-based quality management system, the accident rate in the Israeli Air Force was reduced by 50%.

After retiring from military service, Dotan performed litigation support in aircraft-accident investigation and research on aviation products for legal and private enterprises.

To enhance his understanding of the workflow process, systems thinking, knowledge management and the roles that human factors play in incidents and accidents, Dotan earned a behavioral-science master’s degree in industrial and organizational psychology from the University of Houston-Clear Lake. He also holds a certificate in crew resource management (CRM) from Flight Safety International.

Dotan also has research, development and training experience in biofeedback for stress management. He is also an ASQ Certified Quality Improvement Associate, and an ASQ/Plexus certified healthcare trainer/coach focused on the implementation of the ISO 9000:2000 IWA-1:2001 Standards Applied to Healthcare Quality Management and Process Improvement.

Dotan is a graduate of the U.S. Air Force Flight Safety Officer Course in aircraft accident investigation and aviation safety program management conducted by the University of Southern California School of Engineering’s Institute of Safety and Systems Management. He also attended the U.S. Air Force jet engine accident investigation school. He has performed numerous safety and security audits and is experienced at developing policies, practices, and procedures which mitigate vulnerability to identified threats and minimize risks.

Dotan has a post-graduate diploma in marketing and sales, with special emphasis on computers, from the Center for Business Management/Marketing of the Institute for Labor, Productivity and Manufacturing in Tel Aviv, Israel. He served an internship with Azimuth Software Industries, Ltd. where, with a team from IBM, he participated in the development, product support and marketing of a preventive-maintenance application for disparate industries.
