After five years on the Board of Examiners for the Baldrige National Quality Program (BNQP), Jeff joined the staff of BNQP in March of 2006. Prior to this, he served as program manager for student assessment services at the Maryland State Department of Education (MSDE). During this period, his work focused on developing a performance management system for the state career and technical education programs. He represented Maryland on the National Skills Standards Board, chaired the Workforce Information Committee of the Governor's Workforce Investment Board and served as a technical assistance team leader for the High Schools That Work program of the Southern Regional Education Board.
In addition, Jeff served as a consultant to the U.S. Department of Education on issues of performance management in a number of settings including the Smaller Learning Communities Leadership Summit and the Office of Vocational and Adult Education Data Quality Institutes. Prior to joining MSDE, he served as transition coordinator for Frederick County Public Schools where he also taught special education and culinary arts.
Jeff received a bachelor's degree in psychology from the College of William and Mary and a master's in organizational development from the Johns Hopkins University. He is currently completing advanced graduate studies in program evaluation at the Claremont Graduate University.
