What is BiE IN?
This national initiative invited states to participate in a state-led effort to implement Baldrige in education. It was conceived by the National Alliance of Businesses (NAB) and the American Productivity and Quality Center (APQC). Its aim was to help state teams provide:
- a common understanding, language and approach
- a commitment to create an infrastructure to support Baldrige at every level
- a common set of goals and measures based on valid customer requirements
- aligned action plans and identification of processes and measures for implementation and improvement
- facilitative leadership communicating direction and modeling quality principles and core values
- effective use and application of appropriate process improvement tools and strategies to positively impact strategic and operational priorities

What is the MBNQA?
The Malcolm Baldrige National Quality Award was signed into law on August 20, 1987. The U.S. Commerce Department's National Institute of Standards and Technology (NIST) manages the Baldrige National Quality Program in close cooperation with the private sector. Principal support comes from the Foundation for the Malcolm Baldrige National Quality Award established in 1988. The award is named for Malcolm Baldrige, who served as Secretary of Commerce from 1981 until his tragic death in 1987.
The Baldrige Award is given by the President of the United States to businesses-manufacturing and service, small and large-to education and health care organizations that apply and are judged to be outstanding in the seven criteria areas. For education they are: leadership; strategic planning; student, stakeholder, and market focus; measurement, analysis, and knowledge management; faculty and staff focus; process management; and organizational performance results. In October 2004, President Bush signed into law legislation that authorizes NIST to expand the Malcolm Baldrige National Quality Award Program to include nonprofit and government organizations.
What is ASQ's role in Baldrige?
ASQ has been involved with the Baldrige Award since its inception in 1988 and has been the sole administrator of the award since 1991. ASQ members have been involved in the writing of the criteria, and the case studies. Many are involved in their state quality awards and at the national level as examiners and judges.
Who are the MBNQA Education winners?
There have been five recipients of the Malcolm Baldrige National Quality Award since the Education category was established in 1999. Recipients are:
- Kenneth W. Monfort College of Business in 2004, a college within the University of Northern Colorado . They have 34 full-time faculty, 13 part-time adjunct faculty, eight administrative staff and about 300 graduates a year.
- Community Consolidated School District 15 in 2003, a Kindergarten through 8 th grade public school system in the Chicago suburb, Palatine , IL . They have 1898 staff/faculty, $146.9 million budget; operate 14 K-6 schools, 3 junior high schools, and 1 alternative school. And serve 12,390 students from seven municipalities of which 37.5% minority, 32.5% low-income, 32% from non-English speaking backgrounds, 72 different languages spoken in homes of students.
- Chugach School District in 2001, a school district that spans over 22,000 square miles in south central Alaska . They have 20 staff and serve 214 students mostly living in remote areas and accessible only by aircraft. Programs span from pre-school to post-secondary serving students up to 21 years of age.
- Pearl River School District in 2001, a K-12 district 20 miles north of New York City in Rockland County . They serve 2500 students and 1000 adults who participate in the district’s continuing education program and employ 203 teachers. 82% of the district’s annual budget is earmarked for property taxes. Students in Pearl River can choose to attend more than 80 private and parochial schools located within free-busing range (15 miles) of PRSD schools, however, transfers to other institutions are rare.
- University of Wisconsin-Stout in 2001, one of 13 publicly supported universities in the University of Wisconsin System . They have 1200 faculty serving about 8000 students and an annual budget of $95 million. UW-Stout offers 27 undergraduate and 16 graduate degrees.
